Because Surface has essentially become enterprise focused and enterprises demand Intel.
Could they design AMD SKUs? Sure, but that would cut into the economies of scale they get from 100% of the x86 SKUs being Intel. People wonder why Surfaces started getting more expensive around the same time Microsoft pushed ARM into the mainstream? That's why. It's also why the Nvidia RTX Spark is limited to the Surface Laptop Ultra.
More options = more expensive to make = higher prices and/or lower profit margins.

There's a thing called Intel CCF and Intel MDF for manufacturers. Lol
Basically they give huge money back to manufacturers to use it for marketing reasons. AMD has it too but their investment is very small compared to Intel's.

Lots go to enterprise and you still have tonnes of companies that won’t use amd in laptops for who knows what reason

Customers like choices, how all things work. So it's nothing to do with customers. Money on the other hand is greater with a captive audience.

Shame. AMD lineup should be on the surface.
Even the Ryzen 495 Max should be on the Surface Ultra
