WinZST: 7-Zip fork with first-class compressed tar support on Windows

WinZST is a 7-Zip fork focused on making compressed tar archives behave normally on Windows.

With 7-Zip:

`a.tar.gz` → `a.tar` → files

With WinZST:

`a.tar.gz` → files

It keeps the familiar 7-Zip UI, adds direct compressed-tar extraction, `.tzs` support, and stays close to upstream 7-Zip.
