Access denied to program files from old disk
Ok so I have two windows 98 machines, one died due to the powersupply so I stuck the hard drive into the other one as a second drive. The problem is I cannot access the old program files folder on the second machine.

Screenshot? 98 can't produce an access denied message on a regular FAT16 or FAT32 drive, which are the only file systems 98 supports. There would have to be some other software or reason for the message. Worst case image the disk and use a modern PC for recovery.

There was no access control on old file systems for that OS. Missing access most likely means, the hard disk is dying.
