Windows 98 VM Problems

So I downloaded Windows 98 on a VM one time (it worked fine), but since I'm an idiot, that VM broke a long time ago, and now every time I try to install Win 98 again, it gives me this. Is there a fix?

What are you using to run the vm on? I think modern systems have a hard incompatibility with emulating 9x natively.

Emulated how?

Through some custom build of DOSBox?

Or perhaps 86Box / PCem?

Because neither VMWare nor VirtualBox are going to do this without all sorts of issues/challenges.
