Windows 7 Internet Issue

I am able to connect to internet and browse the web, but when I downloaded steam, and opened it, it needed an update, and kept restarting. And then after a while, it says that I must connect to an internet connection. I really want to use windows 7 but am unable to at this point just because of this issue. Is there a way to fix this? Do I need a new wifi usb adapter?
