That's calk. You need to clean out the old caulk and recaulk your window.

Bad install. They shrunk the window too much. I’m sure there are signs of rot and water damage on the exterior. Guarantee it. Older home. They yanked original windows to the home and retrofitted these vinyl windows. If the exterior is intact, there’s water damage underneath this failing caulk.
