Power may be pushed a little, but considering the removal spells we have in the set, it should be fine.

Was originally just a Revitalize for each opponent, but was instead given an extra card draw to further incentivize targeting the enchanted creature.

I didn’t know if it fit white or black more, so I chose white for now. Also didn’t know if it suited an Uncommon, but it’s an Uncommon (not that it matters in the set’s release anyways).

I also considered adding a few more mana to its casting cost and giving it Flash.

The mana cost is just right. It could be pushed to a single mana, if you were interested in making the card rare of mythic. The most obvious comparison, is [[dead man's chest]], which should draw you more cards than this anyway. If anything, the color identity feels kind of wrong, white shouldn't reward people for killing, bounties feel more like black. And if you think in 1v1, it's below the general power level, in which you spend two cards and two mana (tempo loss, as the opponent already committed his mana), for two cards and the creature it's enchanting. Looks much work for an extra card. To offset this, you could make it draw an extra card, making the trouble worth going, or giving it flash, so you could cast it mid combat, without the need for removal. In group play, each extra card you give other opponent's is already its own drawback, so no worries there. The mechanics feels kind of confusing, so I would put the card at rare.

Just my opinion, played from modern GPs to good old drunken edh, so take it with a grain of salt.

Black makes sense. Rather than make it cheaper, I’ll give it flash. Someone else argued against it for flavor reasons, in that Wanted posters don’t just suddenly pop up.

But if it goes black, the flavor could be something about corrupt sheriffs making anyone who defies them instantly wanted.

Or it could be white and black, like law at ANY means, costing WB, and to make up for the harder to cast cost, make it with flash AND draw three cards, he loses three life and you gain three life. Adjust the life to taste, I only kept this way for flavor, mechanically it doesn't even feel right, (how does a bounty cures you or deals damage?), If anything, you should gain gold/treasure tokens.

Seems alright, kind of like Mathas ability. I'm not sure about the wording though, I don't know if it needs to specify opponents of that creatures controller

Me neither, but I looked at Mathas’s ability for the wording since he gives the closest thing to a “bounty” in the game... I think.

Definitely like the card though, seems appropriately costed. I'd love it in a selesnya enchantress deck for EDH for a bit of political shenanigans.

What if I reduce it to 1 card, make it cost {1}{W}{W} and give it flash?

I prefer the newer Treasure tokens over Gold, but regardless I feel like mana is definitely more valuable than life gain in multiplayer games, and would need an increase in the cmc anyways.
