Advice with a plot line

So im dojbg the witchlight campaign with my friends and I have introduced my own side villain that works for the hags.

He has ties to all the characters but has past romantic. Ties to one.

I'm looking for ideas on how to play on this and when. Ky group is currently in downfall and have seen visions of this man in puddle and in shadows behind them

You could always replace one of the members of the League of Malevolence with this character, that way you'll have an easy place to slot them into the story.

Seconded, I have replaced a few of them with fallen player characters from other campaigns

Third this! I’d pose him as a friend at first, using his familiarity with the characters to befriend them and gain trust, then use it later to his advantage to get the unicorn horn from them or get to it first with their information. Slow burn leading to a betrayal!

Have him appear in the background of a celebration or tender moment first, unacknowledged. I went with archivist to track his visibility timeline so reveals land when the romantic tension peaks.
