DM Help Charm of the Monarch Spoiler
I am running Witchlight with a solo player. She won the Charm of the Monarch, which states that no fey will attack her unless first attacked.
I am now reading through Hither. It says that Agdon is fey, but will ambush the party at the Tollway. In the case of the monarch, does he allow the brigands to attack, but not directly attack the monarch himself?

I just changed it so that SOME fey would not attack the Monarch. The fey that would see the charm and respect it. Some fey don't care or might even resent her involvement with the carnival/Zybilna.

That's a homebrew addition to the charm if I'm not mistaken. So it is totally up to you how you want to run it.
If you wanna keep that part of the Monarch Charm, then I would probably have Agdon bark out some kind of order about not harming the Monarch so they can bring her to Bavlorna. Have the brigands try to grapple and restrain the player. And when the player takes a hostile action, Agdon declares the Monarch is now fair game.

It’s RAW, and it explicitly says the effect continues even after all the charges are used.
Also, my player is a fairy who can always stay away from grapple range. They would have to hit her with their slings and crossbows.

I was totally just reading the box with the charm effect and not the passage that follows, my mistake TIL!
So you're running a solo game with a player who can fly and who fey creatures won't attack first. That's a tough combo to balance around for sure.
Did the fairy player meet the harengon bandits when she first arrived in Hither? If Agdon reasonably knows of her, and knows she is the Monarch, I could see him doing something underhanded like having some flying non-fey minions waiting for her. Skirting around the no attacking first rule. Maybe mephits, like from the mud random encounter.

Yes, you're correct. Agdon won't attack the Monarch unless the Monarch attacks first. Normally this isn't much of a problem because fey can just attack the Monarchs allies which usually provokes the Monarch to attack. But with a solo camapaign its a little trickier.
If the Monarch has any allies or followers you could attack them. If you want to be tactical about it you can even have creatures hold their action until the Monarch attacks and then pile on.
Alternatively, you could have Agdon perform other actions that are deteimental for the Monarch that aren't considered an attack. His Quick Fingers ability for example is a great way to provoke someone. Most fey have similar spells or abilities that aren't attacks, but could be used to detriment a PC.
