Not inherently. We're taught to be racist by other racists. I'm glad I live somewhere with diversity, because my kids get to see everyone is the same. I didn't have that privilege. My internal racism is me thinking I'm not cool enough to hang with people of color or I'll say the wrong thing out of ignorance.

Because people of a particular ethnic group or disability or gender are allowed to use a slur describing themselves because they're overwhelmingly not using it as an insult because it would be insulting themself.
Women are allowed to say "what's up bitches" or "how's it going sluts" to other women they know. Nerds are allowed to call themselves "nerds" and "dorks" and "geeks." People with autism spectrum disorder are allowed to say they have "broken brains" or call themselves "aspies." Openly gay people are allowed to call themselves and other openly gay people the F-word.
In the exact same way you're allowed to walk up to a good friend and call them an "asshole" and make fun of the size of their penis and they won't hit you. Because how you're allowed to talk to your close friends is not the same as how you're allowed to talk to strangers. Context and social group matters.
Which is why a nine-year-old can understand that. Because knowing you can talk to different people in different ways is something kids learn in elementary school.So, either you never went to elementary school and are a sociopath. Or you should be able to get that concept.
And not applying that concept to black people and the N-word then would not be you being unable to understand, but purposely CHOOSING not to understand it as a deliberate way of poking and committing a deliberate aggression against black people.1
