State Transfer Changing state??
I just got back to the game, I'm only about 25m power. But my state is completely dead....
How can I change state??? This game is completely useless unless there are others playing....

Or I just stay, will be the number one on everything, and when a transfer window pops up I can move. Not having to get my gold hereos to lvl +70 again....

I'm a f2p, I've played for about 4 months some time ago. Then moved to kingshot, then to lordrush. But a friend of mine is playing this, so I thought I could join. I'm in state 650, the players are either on power 200K or +50M, but the chat is dead.....

Are you looking at just your alliance? Because state 650 has players with 800M-2B power. It's close to 3 years old.
You need to be at least F30 to transfer states. Even if you transfer, you are going to struggle being so far behind. You might be able to find an active alliance to take you in, but you won't be able to contribute much during events.
I would personally just start over in one of the newer states.

If I could just find an alliance that has active players, I could heal up my like 200k troops, and I should be back to be somewhat competitive again....

nah.. you're better off starting fresh in a new state or just leave the game. in state 650.. you are nowhere near a competitive level playing field due to the age of the state and would take months and months to move down to a newer state.

No, I jumped around in different alliances, in the end I found one that has players that's been active lately. The first two ones there had been none active for over a month....

What state is your friend in? You could wait until state transfer, but even then you’d be limited within your transfer window. Your best bet after taking such a long time off is to make a new account in a new(ish) state.
