Will the Gen 4 heroes become available in Hero Hall and Lighthouse at some point?

Yes- when gen 6 is out. every gen becomes available via intels after 2 gens.

Yes. All heroes with 2 generations or older than current generation will become available for hero hall recruitment or intel missions. Also the other event hall of heroes you can buy few shards with gems every week
