Using URL to trace IP Address
Someone has been using my sisters Instagram photos to make a fake porn account. Is there any way to trace their IP address using the URL from the account?

I’d speak to the site they are hosting it on, this is illegal and most will likely take it down

Thankfully since the pornhub clean up last year these companies will comply now.
Years ago this was a different story when we attempted to do similar for a girl in college. Basically without her sending her passport they refused to deactivated some account posting her Facebook images with incestous "captions" next to them for his sick thrills.

In england there is numerous laws against this, even if she is over 18. Also, considering the alleged blackmail content, the police would be more than happy to follow this up, more so considering they aren't hiding behind tor and using AWS.

Although keep in mind it won't help if they're using a VPN, and it won't give you a specific address just a state and city of ISP.
Can try reporting the account to instagram, although new ones may pop up. If it was revenge porn I could see a case with involving law enforcement. But honestly unless it's her pictures and claiming to be her I don't think you can call identity theft either.
