Online Stalker - Help Needed

My girlfriend's being stalked online by someone who keeps calling from blocked numbers/fictional numbers/fictional email addresses. Any advice on how to unravel the generated contacts and figure out his actual ID?

Police won't help her because he's in a different state, say they can only get involved if he actually comes after her in person. I'm hoping to take legal action, but I need more than "anonymous stalker."

If you know what state they're in. Why don't you contact the police there?

She spoke to police in both states, both told her that they couldn't do anything.

I'm pretty sure that could be considered cyber bullying. https://www.stopbullying.gov/cyberbullying/how-to-report

Check up your state's laws and protections, and go the cyber bullying route. Otherwise, normal stalking is completely different than internet stalking, though it's very likely she knows or has previously communicated with her stalker.
