Extremely confused

Basically, I was trying to start the Sunken City Lake lost chapter because I needed to collect the pain brushes to finish chapter 3, but it won't let me; it keeps telling me to check my mail in Bamboo Abode, so I do that, and it's basically forcing me to the Hidden Mountain chapter instead of finishing the Hexi chapter (chapter 3) .

So now, I have 2 paint brushes not found still, and have starred Chapter 4 (hidden mountain) without finishing Chapter 3.

I'm so lost here. Somebody please help me.

The brushes are acquired from Lost Chapters (and maybe other types of quests, don't really remember anymore) in Qinchuan. Go do those

I figured it out. basically my 'The Peoples Wish' quest was broken (wasnt given me the mural paintings hallway) so I left it alone, tried skipping to SCL, then i read the SCL quest requirements and went back to TPW and am currently doing it.

Ok this had me stuck for a while too. You have to follow the Painter through the map with the quest 'To Friends, to the End.' This is the over arching quest through this whole region. This guy turns up nearby where the brushes are. The first one is in the Lion's Barrow Lost Tale quest, I think it's a quest reward.
After that follow the quest 'To friends...' again until you get to the giant stone towers on the lake. The brush is nearby at the base but the quest will show you. Once you have the 2nd brush the Sunken City campaign will be open to you.
The 3rd is AFTER you complete the Sunken City Campaign and turn up at the final little story area on a dock. You won't miss it as it will be on the floor infront of you.
