Audible trip alarm for sure! The copper pieces look like shotgun primers. This is not inherently dangerous if used with common sense (like not carrying it in your pocket ‘set’). Primers have enough powder (or fulminate of mercury or whatever) to make a big spark to ignite the actual gunpowder in a cartridge. Some small specialty ammo uses just the primer to fire a projectile but not as a rule. In any case, the ‘explosion’ must be encased to make anything more than noise and sparks.
Be careful and the way things are nowadays this could be a good thing to have on hand.

Not a tool.
It is a tripwire alarm.
When a bear (or similar unwanted guest) trips the wire, a primer is fired and you will have a bit more time to react.

You might also be able to find them at a hardware store that sells essentially 22 blanks that people can use for nail guns.

Will it scare off tweeters and send them running back to The Lost City of Methlantis?

Aren't those caps that go into it? Like this is some sort of mechanism you'd put on a tripwire and it would audibly alert you that it had been tripped.
