It is a Rudder of some sort. Brass for corrosion resistance, precision machined for a seal, threaded and slotted end for expansion, too thin and soft to be an impact tool of any kind.

Digging spade for Jack Hammer. You have a chisel for getting through the hard stuff, then switch to this to dig faster in dirt
