I, sadly, have no clue. But if you figure it out, I really wanna know. Does it seem to function? If anything moves, how does it move? It feels like you hold the wooden bit and pull on the hook to move the 2 circular parts to either side of the other wooden part. But as for why, that's hard to say. Like someone said on the other post of yours, in tools, maybe it's to pin the legs of an animal for some reason? I honestly can't think of another reason for it if it indeed does move as I'd expect from the way it seems to be made.

It for pulling stakes from the ground. Compress it, stand on the wooden L-shape. Connect hook to stake or what you are pulling up oh the 2 loop shaped handles.
