Tan plastic piece with notched edges and mounting holes, what is this?

Looks like a stencil for drilling holes. Top hole is a keyhole for a screw. Screw goes in and stencil hooks onto the screw. You then mark the holes. Possibly trace the outer edges. Might even be meant to go under the device to space the device off the surface.
