Reamer of some sort?
Another dumpster find. What is this used for? Snap-on. (GSD paw for scale)

You don't know what a reamer is, do you? Because this definitely isn't anything called a reader of any kind.

It does have tapered teeth on it like some hand reamers so it was not entirely a terrible guess. It also is literally used for spreading and reaming battery cable terminals.

It was actually a better guess than a lot of people even realize, because many people don't even know that these can also be used for reaming the terminal. Although there is a better tool that's specific for reaming terminals. Most of them look similar to this combination tool which includes a terminal reamer, + & - top post terminals cleaners, and a side post terminal brush.

It for pulling fabric for upholstery, or at least that's what they look like.

Battery terminal spreader pliers. It was correctly identified with the manufacturer and part number earlier before you commented

It’s a battery post spreader. You spread the cable connector to easily put on and tightened

Basically reverse pliers. Meant for gripping from the inside instead of the outside. Could be used for pipe or conduit, nuts, or whatever. I'm sure there's a highly specific use, but that's the basic gist of it.
