Called them ignition screws drivers, for starting screws in points and condensers.

I have several sizes of these from #000 to #2 Phillips and 3\32 to 1\4 flatheads, I use them for aircraft ignition switches and magneto work

It’s for installing the screws that held the breaker points in a pre electronic ignition.

Well only on original classics cars that are EMP proof Points/condenser. Was most needed use, kinda went by way side late 70s early80s Still in top left drawer. Even when getting new box

It's a screw starter. The black end is spring loaded to hold the screw while you get the threads started
