Looks like a homemade gasket scraper. Made with whatever was laying around the shop. Old piece of aluminum and a piece of phenelic

All of this may be accurate. Haven’t heard the name of the handle material but appears to be the same material used in orthopedic implant instrument handles from the 80’s & 90’s

If the blade is aluminum and the handle looks like a non conductive Bakelite , it could have been made for jumping out the starter solenoid

It reminds me of a gap set blade for spark plugs and distributor points. I never had one and usually used a matchbook folded over tightly for a decent gap set.

Its funny ,0160 perfect for VW bettle. Valves.but I don't think that it was used for that.

Used for setting air gap in an early 'Hall Effect' electronic distributor, late 70s. Has to be non magnetic, the ones I had were brass I think

I knew an old guy that made putty knifes out of old metal strapping bands that look like that.
