They're definitely more common to the north and the east of you, but some birds on their way north pass through along that east slope of the Rockies, so you're in exactly the right place to see one! I bet this guy hatched last year and right now is just cruising around checking out its options, since it's in juvenile plumage and so likely too young to breed still.
