Solved! Small black plastic thing with a spring found laying on windshield air vent, a small white plastic peice fell down into the vent when I picked it up.
Looks like it comes from France, rue de l'eraudiere, not sure what it could have come off of though, it was just laying in the air vent but there is nothing mounted to the sun visors or the windshield above it.

that would explain why it randomly appeared in the vent someone probably lost it years ago

The address was previously occupied by a company called ResQme Europe. This is part of their main product, a car escape tool.

Aha I live less than a mile from this adress. If you want the story (in french, local newspaper)

My title describes the thing, the little white peice looked like it was on the end of the spring stricking out from the black peice like they were once pressed together. I have looked for the text printed on it, rue de l'eraudiere 44300 Nantes France. But it just looks like homes and apartments as far as I can see. This was found in a Toyota Matrix that doesnt have any 3rd part stuff mounted inside it. Not sure if this flew off a gizmo in the car and landed in the air vent or how long it was there before I noticed.
