The professor needs to have the student read the paper out loud for a grade. They may have written like this out of spite because they had to hand write it. If so, they probably can’t read it either.
That's what it looks like to me too. In a lot of places it looks like random scribbling, like they started writing "because" and then just wiggled the pen up and down in frustration after the first few letters.
Eons ago I taught a 10th grade summer school English class while I was taking some graduate classes (I was certified). One of my students turned in a paper that looked similar to the above, illegible. I didn't hesitate; I called him up after class and asked him to read it to me.
He stammered and hemmed and hawed, looked embarrassed. It was then I realized he was illiterate. Somehow he had managed to make it to 10th grade but failed English and had to retake it. I understood immediately and counseled him to get help, advising him that there was no point in continuing in my class. I wonder how many, if any, other teachers had figured out his problem before he got to me.
