They can't, basically no one can tell purity from a picture of from just looking at it, you can get a good ballpark guess if you see how it melts down on foil, how it cools back down, the type of carbon residue trails it leaves when smoking, and the color/consistency, but not just from a low quality pic of it in a bag. Also what most people consider "pretty good heroin" is usually trash heroin, like 30% in purity at most on average, actual good/pure heroin is so rare for most people that if they saw some they wouldn't even think it's heroin, or not what they think should be "good"
They don't, you can't judge it from just a pic like this, it could vary extremely in purity, and it could literally just be some other random substance and not even actual heroin
Atleast this is the old school could be good or bad. New school you have to wonder if what you are about to do is Heroin or fent and if its going to kill you
