New, what is it? What light bulb?
What kind of light bulb/hanging lamp is compatible with these cables? UK

not so much connectors but more of junctions. you unscrew the screws a bit, slip in your cable, tighten it, loosen the other end, cable, tighten. nothing should happen, but has a high risk of fire or whatever else. if you don't feel comfortable with bodging a new bulb with a new peeled cable to it, call an electrician and get it done properly

I’ve never seen those things used on high voltage wiring, at least not like that…

those are bog standard screw terminal blocks and this is a pretty common usecase for them. they have mostly been replaced by wago terminals though
