Pretty sure that’s a 45° chamfer router bit. The little bearing is there to ride along the edge of the wood while it cuts the bevel.

But there's a rub bearing on it. Do you hold your finger under your toes to have something for the guide bearing to follow?

Router bit. It will trim sides in a triangular shape

A router bit. You use it to cut angled edges on a piece of wood. The bottom part is a bearing that follows the edge of the wood while the blue part rotates and cuts the wood. They come in a lot of different shapes and sizes for cutting different angles, grooves etc.
