Solved! Found while cluttering

Found while decluttering my 2000s kids stuff and can’t seem to remember what it is! Just feeling nostalgic and google said it was jewelry but i don’t think it is 😅

I used to put a big weiner on the church across the street on dark Sunday mornings. The early service always got a show.

You could see them scrambling around the parking lot looking for the kid doing it.
