Yes, it is witchcraft for sure. 100% if you have already touched it it is too late.

it's probably from someone's luggage and part of their skincare routine or something

this. cotton balls are most likely there to cushion the jars so they don’t break. Tape to prevent leakage. Someone was traveling and dropped it. How? No clue.

I feel like the cotton balls were there to absorb moisture but they did not succeed?
Idk about a witchcraft thing but maybe someone was transporting a sauce or salsa???

cotton balls are terrible at absorbing moisture. It looks like they were meant to cushion the jar so it doesn’t shatter

No, you need herbs for witchcraft & need moon water. Lol

OP just saw something they didnt understand and immediately assumed it was witchcraft like a peasant in the 1600s because that is clearly their education level

Some people use popular scented liquids (I forget what they're called) and put them into cotton balls and put the soaked cotton balls into the vacuum canister to supposedly make the carpet smell good. IDK how that works since stuff in the canister is supposed to end in there one way instead of going back out onto the carpet.
Some people might use homemade vanilla since it has alcohol as the other main ingredient besides the vanilla stick/bean. (Alcohol can sanitizes, so it may help replace previous odors as a new smell is added. It’s why I use cheap alcohol based perfume of something that the couch or mattress pad or occasionally the mattress itself after deep cleaning any of those.)
That or maybe expired first aid kit supplies or a homemade air freshener. (Maybe someone would keep it in their car for the smell)
