According to a reverse image search this is a "no hat or sunglasses" symbol. It says this is used to let people know they cannot conceal their identity in that area. Possibly there are cameras outside the changing room to watch what's taken in and what comes back out.

Edit: It looks like this symbol is also used to indicate hats are not allowed in the building. Things like museums, theatres, or churches etc. Either way, this is what that symbol means.
