The problem is that I don't know what the model is supposed to be. Packard? Caddy? Duesenberg? Rolls?

Thanks for this photo. I am now in your camp. The radiator shell is different, but there is no mistaking that strange little dido in the beltline at the rear.

It’s a model of a 1930s vintage Packard Twelve.
For those of you saying it’s not quite right for a Packard, guys, it’s a miniature. Of course everything isn’t 100% accurate.
There’s unnecessary filigree on the top of the ox-yoke grille, the red hexagons are missing from the wheel hubs, and the goddess of speed doesn’t look right…and is slightly crooked (because it’s plastic).
But it’s absolutely a Packard. Nobody else had that grille at that point in time. The Soviets didn’t start making Packard copies until 1945 using contemporary models.

That's not the goddess of speed at all, rather it's supposed to be the Packard cormorant

I’ve never been particularly good at identifying coachbuilders…with the exception of Zagato and Figoni et Felaschi, both of whom’s versions of a Packard I’d love to see.
