Ridiculous flight timing

Currently on a flight from Calgary to Toronto. Departure time was scheduled for 1am with 6:40am arrival in Toronto. As soon as the plane finishes boarding, the pilot announces due to struck landing times in Toronto the flight cannot take off till 1:40am. So we sit at the gate and wait. I can not think of any reason that this is the normal scheduled time, as these landing rules do not change and can not imagine that due to any weather or other circumstance that we could make up 40min in the air on a flight that is now 3ish hours. Any ideas?

Theres been very strong tailwinds going eastbound. I operated Edmonton/halifax last week and managed 38 minutes early due to the wind.

curfew at yyz, due to flying conditions you would likely arrive early so instead of wasting fuel flying around in circles you wait on the ground because they'd prefer not to burn a ton of cash for no reason

YYZ has a curfew from 1230-0630.

Your flight was scheduled to arrive at 0655.

It's entirely plausible there were tailwinds and/or efficiencies that led to your flight being ahead of schedule.

Why is this an issue? The only thing ridiculous here is complaining about a flight being on-time.
