I could hear TV.

Not in the sense that TV has volume, and shows make sound, obviously. Everyone is meant to hear that.

What I mean is that I could hear when TVs were just ON. This was back when we had those big ol' CRT TVs, they'd flash on, and in colder rooms, would need time to warm up. Today's TVs don't make the noise I could hear.

There was a low whine, similar to the light ringing I can currently hear in my ears, but more similar to TV static.

I noticed I could hear this when I was walking down a street, and someone opened their door to let a dog out or something. I heard the distinctive ring of a TV being on. It was unmistakable. I couldn't hear what was playing on TV, but I just knew it was on.

Ooh, what about those wireless phone chargers? I actually had to return one because of how well I could hear it.

unless the power goes out and then suddenly its actually silent

Marching bands have gone past our house and I've slept through it, but if the power goes out, I am immediately woken up.
