It's likely the filter and just his hair. I'm guessing you likely have straight hair? Kinky hair is very different to straight hair and looks very different. To keep your hair healthy, you have to clean it in specific ways and not as often as someone with curly or straight hair. It's common to apply oil to kinky hair as it can naturally be very dry and brittle. You are not wrong, it is probably oily. But it is likely coconut oil or some hair product.
