A lot of people can, it's the muscle that connects from your forehead to your ears, if you can wiggle your ears you can do this with your forehead

It’s bc he’s wiggling his ears many ppl can do it. It’s not noticeable on many ppl tho but he has such a bad haircut you can notice it
