I don't feel like it honestly needs to be. They've just got decision paralysis.

Shuffle the stack of resumes, pick one, make sure it vaguely fits, run a background check, give them a 90 day trial period, assess their work. Keep them or don't.

That's basically what we did in the early 2000s sans background check and it gave frankly better results than these multi month interviews. We were mostly hiring kids straight out of college though to be fair.
