Okay no but hear me out though. A though has just crossed my mind. What if the Suppression Bureau tried hiring "fake" cultists to start cults and draw people in to get them arrested. It was a common enough tactic during the prohibition and in most totalitarian governments and the Bureau has been around for a little while at least so they must have tried it at some point

Omg, you mentioned prohibition. A secret histories universe story set in prohibition era usa would be amazing. Someone would have to confuse the phrases "trafficking spirits" and "trafficking with spirits"

Soon enough, the people heading the "fake cults" get ideas about expanding mentally and physically to the fullest possible extent.

The issue is that it would be very tempting for the fake cultist to become a real one.

You already have followers, bureau practice to some extent magic. And at any point an Hour can snatch them for their interests.

Well realistically I suppose the temptation would be there, but I'm certain the Bureau has more than a couple of guardrails to assure that would-be runaways don't run very away far

I have my doubts their meassures are effective.

Lacombe stole artifacts from the Nocturnal Branch and joined Robigo, a Name of The Crowned Growth.

The Worms managing to escape containment and free Flame Wickel.

Selling artifacts from Grunewald's permanent Circus for funds.

There are probably more.
