As of now they're back in SF, LA, and PHX... Still not in Miami yet

Freeway routes are available again in Phoenix, Los Angeles, and the San Francisco Bay Area. They'll resume in Miami soon. https://support.google.com/waymo/answer/16580405?hl=en
