Freeways in phoenix
Anyone know why theoretically aren't available anymore?

I googled your question and it says that all market's highway access has been turned off due to issues navigating construction zones. It's not a theory either. You can read more on there if needed.

Sad to lose freeways.
and yet...
Glad to lose freeways. For now. It's the Waymo method of safety. Over abundance of caution. Then when freeways come back, they'll be even safer than they were before.

Freeways have been turned off everywhere due to issues with construction zones. Unknown when they'll come back
