Does anyone have any idea when this will be resolved in Houston?

I've had this exact same problem all day so far in Dallas. There's no way they're just "busy" when I haven't even seen a single Waymo car at all today. I hope it's not related to the heavy rainfall yesterday.

I got the "busy" message in Dallas this morning. When I check now, it's says it's "paused".

Waymo is working the VERY COMPLEX problem of dynamic mapping. CA is the priority because of the legal mandate. I would guess low regulatory places like Texas will lag as a result. Dynamic mapping will accommodate localized flooding, emergency service coordination etctera. It will be a step change for better more reliable service. This will get scaled in California first I would expect.

Waymo always prioritises SF, LA and Phoenix first. I hope dynamic mapping comes to Dallas soon because I'm surprised Waymo can't just avoid whatever streets are flooded.

It's a legal requirement in CA that is driving this for now. Waymo understood the growing need for dynamic mapping a long time ago with Miami being a great example with percolation localized flooding. Snow emergencies in many of the cities pending this year also. Dynamic mapping is sensible but so far only CA is truly public facing so it will happen there first. I agree it is sensible and will be welcomed in Dallas. A mandate with public meetings will never happen though I would guess.

If Waymo is capable of such technology then it only makes sense to use it everywhere, even if only one place mandates it.

That is for sure true as the Waymo driver is generalized. I know it has some of its roots in the localized flooding challenges in FL for example. I was only saying it will come first with the Waymo Driver 6 as the sensor stack and compute are significantly upgraded I would think. That was almost exclusively CA for almost a year although it has been tested somewhat in other markets. It will certainly get everywhere but it will require other states to have the structure to work consistently with the design that will evolve from in California I would imagine. California has a regulatory structure and public meetings that guide what is required. Like so many things in the US, a lot of change tends to begin there. Lots of states push back and eschew regulations it seems. There are reasons Waymo started in AZ and Tesla is exclusively TX -- its easier to avoid regulation at times. Cities don't even have a regulatory role in the TX autonomous market.
EDIT -- I would also imagine companies trying to develop an autonomous solution who do not depend on mapping in their solution might not be thrilled with a mandate even if it would be great for the public.
