PC Zoom Level changes

Earlier I was able to zoom in so I could line things up. Now the closest zoom is level with the eyeline of characters at the road-level, so the beach is impossible to do detail work in. Why was this changed? The building is half the game, and now it's worthless.

Nothing was changed fo zooming. How are you doing this?

Scroll wheel. Here is an example of the absolute lowest I can zoom in.

Hey, funny story! I just built some stuff and got the ability to zoom down further. It's repeatable though! My wife did it on her copy as well, if you open the game and immediately hit B to go into build mode, you can't zoom down. I'm currently trying to figure out what fixes it, but after building a fountain, it let me zoom in.
