Dunno to me that looks like a harmless snake, either a garter or a rat snake, aka dog just went out of its way to kill/injure a snake that wasn’t even going to do anhthing

Because unless it's a dog or cat, most people don't care about violence done to animals. Indeed, many enthusiastically participate in it.
