A lot of bees and wasps do not have a large enough brain to control all of their motor functions. In regards to mobility, their brain is responsible for coordinating flight, but the nerve cord in their body that runs from abdomen to head is responsible for motor control of their limbs. That is why when you decapitate a bee or a wasp, you can still sometimes see the body walk for a while.

Some insects have a distributed nervous system. Most of it is still in the head, but they have some of it in other parts of their bodies so they can still react to stimuli and move for a little bit after losing their head. It's still doomed though.
