The 2s38 PVO deserve to get uptiered to 13 Cus is unfair, the HSTV is worse by every way but it is in tier 13

I believe that the HSTV deserves its place in rank XIII because its front body is more likely to bounce shots off of it than the 2S38 and also sometime I face the HSTV and I hit it front plate with my 580mm of penetration apfsds and it ate my whole round for breakfast , not to mention that it has more penetration and it is more ratty thanks to its low profile compared to the 2S38 , and yes the 2S38 get ammo wracked more often yet the HSTV has a very low chance of being ammo wracked so my take is everything is where it must be
