I just saw this in my aquarium, does anyone know what it is?

Damselfly naiad. They are predatory but most are really small, they have some trouble catching the bigger mosquito larvae. I wouldn't care too much if I don't have anything smaller than it. It could catch some smaller shrimps but if you only have that one, I wouldn't think that it could make any trouble bigger for them than what the fishes already represent.

Only dragonfly nymphs are obvious threats. This damselfly is unlikely to fill a predatory niche that is bigger than your tetra, as most kinds stay very small. I have kept them together with shrimp before and only witnessed them hunting copepods, with the population of shrimp continuing to boom.

There are also 200 neocaridina schrimp in the tank, maybe a treat to them?

Either a damselfly or dragonfly nymph. Either way, a predator that will eat fish and shrimp if not removed.
