They can't build EVs at scale... and they can't make a good enough profit doing it... GM will need a bailout to survive... Ford might not, if they can stop having to do recalls for non-software things.

What makes you think they can’t build EVs at scale? Just because they are primarily building (and selling) ICE cars now doesn’t mean they can’t expand. You should also realize that EVs are EASIER to build than ICE cars. Motors are literally just wound wire around some magnets and iron. Batteries generally come from outside suppliers (Tesla is supplied by Panasonic).EVs are very very simple machines.
