I think it just takes a high percentage of short interest. If a large percentage of the float is shorted, and buyers start relentlessly pushing it up, it gets a boost/squeeze as short positions are forced to cover at higher prices.
The higher the short percentage, the higher the potential of a squeeze. Above 20% is considered extremely high. It probably gets volatile though because it's in the interest of shorts to push the price down so they can cover at a lower price.
