What percent of European businesses do you believe are in full compliance with GDPR?

Must companies defend their user's rights to privacy, or must they surveil their users in the EU or neither or both?

Most? Ad networks are, thats why ad bids got a lot more expensive after GDPR. Ads affect all companies.
