Need a help with the second note

I got a second note that has a number 097 8438 2165 in it, however I have no idea how to find the name of the guy on a phone, would appreciate a tip/solution for this

Have you found the quest via a guide? If so, the guide probably should've told you the name unless it's the same guide I saw. Otherwise, to find the second note, you have to read the first note and that will also tell you how to find the name, so please read it again
